The Council of the City of Bandon is comprised of a mayor who serves a two-year term and six Councilors who serve four-year staggered terms, all terms end in December of the year of term expiration. For expenses incurred the Mayor receives a stipend of $200 per month and each Councilor receives a stipend of $100 per month.

It is the responsibility of the council to set policy by enacting resolutions and ordinances, acting as an appeal body from the planning commission and performing any duties set forth in the city charter. The charter prohibits the councilors from individually instructing any of their employees (the city manager, the city recorder, the municipal judge and the city attorney), but they can give instructions as a body. The charter also restricts the councilors from directing any other employee of the city. That is the duty of the city manager. As a body, the council can make suggestions to a committee or board appointed by the council.

Several days prior to meetings, they are given a packet that contains requests, resolutions, staff reports and problems to be solved. They study the packet and must wait until discussion in council chambers to make up their minds on how to vote. Prior to the scheduled meeting there might be explanatory meetings with one or more of their staff members, or in some cases, the city planner. Sometimes, in order to clarify questions, they may make a site visit. All meetings comply with Oregon's open meetings law, and although the public is invited to attend and place subjects for discussion on the agenda, general public input is allowed only during public hearings and the public comment section of the agenda.

COUNCIL MEETINGS

The Bandon City Council meets at 7:00 PM on the first Monday of each month in the Council Chambers at City Hall. If a scheduled meeting falls on a holiday, it will be held the following Monday.
