Departartment Activities & Service Level Description

The Finance Department is responsible for financial planning and budget preparation; accounting, water, sewer, and electric utility billings, collections, and bad-debt recoveries; budget control; liens and assessments; payroll; accounts payable and accounts receivable. The "front desk" functions at City Hall, which include receptionist, payment receipting, telephone answering, and utility dispatch services, are also under the direction of the Finance Department.
Funding

The Finance Department is operated primarily out of the General Fund, with the enterprises (Water, Sewer, and Electric Funds) reimbursing for their share of financial, utility billing, and record keeping services provided to the utility systems.

The Finance Department is responsible for

  • Preparation and mailing of electric, water and wastewater utility bills.
  • Approximately 3,723 Electric Customers.
  • Approximately 2,060 Water Customers.
  • Approximately 1,674 Wastewater Customers.
  • Record and monitor liens and assessments.
  • Accounts payable and accounts receivable.
  • Complying with State and Federal Government finance regulations.
  • Collection of unpaid utility bills.
  • Daily dispatching information to utility crews.
  • Emergency outage telephone answering service for residents.
  • Working with all departments regarding financial information.
  • Providing information to the City Manager, City Council and Budget Committee.
  • Preparing the payroll.

Statewide Tax Information
